Preparations Completed for the Installation of Greenhouses in the Target Districts of GBAO
As part of the project implementation, an important preparatory phase for establishing modern greenhouse infrastructure in the Gorno-Badakhshan Autonomous Region (GBAO) has been successfully completed. Project specialists, together with representatives of the United Nations World Food Programme (WFP) and local government authorities, carried out a comprehensive set of activities to define the technical specifications of the greenhouses, identify suitable locations for installation, prepare the required procurement documentation, and organize the tendering process.
One of the key milestones was the joint development of the technical specifications for the greenhouses. During a series of technical consultations and planning meetings, the optimal dimensions and structural design were agreed upon, taking into account the region’s agro-climatic conditions. Each greenhouse will measure 12 × 40 metres. Particular attention was given to ensuring the structures are resistant to strong winds, low temperatures, and other environmental challenges typical of mountainous areas. The design also incorporates efficient use of internal space, appropriate ventilation, irrigation systems, and energy-efficient solutions. As a result, a standardized greenhouse design was approved to serve as the basis for procurement and installation.
In parallel, the project team identified the target jamoats where the greenhouses will be installed. The selection process was based on several criteria, including agro-climatic suitability, agricultural development potential, availability of land, transport accessibility, and the commitment of local authorities and communities to support project implementation. Following a joint assessment, the project determined that one greenhouse will be installed in the administrative centre of each of the five target districts, where it is expected to strengthen food security, expand year-round vegetable production, and increase the incomes of rural households.
Another significant achievement was the preparation of a complete tender package for the procurement of five greenhouses. The documentation was developed in accordance with established procurement procedures and international standards to ensure transparency, fairness, and competitive supplier selection.
The tender package includes detailed technical specifications, quality requirements for construction materials and greenhouse structures, delivery and installation requirements, bid evaluation criteria, warranty provisions, implementation timelines, and requirements for user training on greenhouse operation and maintenance. Special attention was given to ensuring that the greenhouse designs are fully adapted to the climatic conditions of GBAO, including resistance to wind loads, seasonal temperature fluctuations, and other environmental factors.
To promote broad participation by qualified suppliers, the complete tender documentation was prepared in Tajik, Russian, and English.
The work completed during this preparatory phase has established a solid organizational and technical foundation for the next stage of the project—the procurement, delivery, and installation of modern greenhouses. This component of the project will facilitate the introduction of protected cultivation technologies, improve agricultural productivity, create new employment opportunities for rural youth, and strengthen food security in the target districts of the Gorno-Badakhshan Autonomous Region.
