This year, the project “Efficient Irrigation Structure in the Border Area of ​​Ishkashim” has been launched with funding by the Pakistan-Afghanistan-Tajikistan Regional Integration Program (PATRIP) aiming to promote and expand cross-border cooperation, and in particular through short-term and medium-term measures to stabilize border countries. This project will be implementing in 2 countries, the Republic of Tajikistan (Ishkashim district) and the Islamic Republic of Afghanistan (Wakhan and Ishkashim districts). The implementer of the project is Welthungerhilfe in both countries (usually as Agro Action Germany). As part of the project in the direction of Tajikistan Welthungerhilfe has chosen a partner as an executor – the International Charitable Public Organization “Jovid”. The project has been running for 20 months since May 2020.

The main goal of the projis to rehabilitate and expand irrigation infrastructure in 35 villages on both sides of the Ishkashim border, which will help thousands of farmers and individual private farms to increase agricultural productivity, food security and farm incomes.

The following activities are carried out within the project:

  1. Conduct environmental and social research to rehabilitate existing and new canals.
  2. Organize a conference at the district level, depending on the goals and objectives of the project, i.e. present the project to all levels of society in the district.
  3. Together with local authorities, select 15 canals for rehabilitation and 1 canal for reconstruction.
  4. Meetings with the population of the villages that benefit from these canals.
  5. Involve the community in cooperation and collective construction of renewable and new canals.
  6. Announcement of tenders for procurement and transportation of construction materials for rehabilitation and reconstruction of canals.
  7. Organize and conduct trainings for staff and the public on compliance with safety regulations during the construction and rehabilitation of canals.
  8. Introduction of innovative irrigation technologies (for example: drip irrigation in gardens).
  1. Organize the exchange of experience with community representatives, project target groups between the Islamic Republic of Afghanistan and the Republic of Tajikistan.
  2. Staff training, community responsibility for maintenance of rehabilitated and reconstructed canal irrigation systems after project completion.
  3. Selection of interested households together with local authorities, assistance in obtaining land use certificates at the expense of irrigated canals of this project.
  4. Develop plans for the management of users’ rights, maintenance and sustainability of irrigation systems.
  5. Assistance in maintaining and monitoring the implementation of the developed project plans.
  6. Organize a final meeting with representatives of all levels of society on the achievements and shortcomings in the implementation of the project.

Through rehabilitation and construction of irrigation infrastructure, it will have a positive impact on the economy (income), social (access to agricultural land for vulnerable people) and public health (food security). All of these activities will strengthen stability in the community and in targeted border villages.
