Resume and forecasting in J.Rasulov region

g23Tajikistan is agricultural country. Country population welfare basis is – achievements of basic agricultural production of small holdings – farm lands, individual dehkan holdings, owners of “president lands”, small agricultural cooperatives. Formally land reform finished in Tajikistan, but in fact it is not so. Survey showed that feudal relations remained in most of former kolkhozes and sovhozes after all reforms.

Dehkan holdings members formally are collective owners of lands and other resources, but in fact they rent the plots and pay for the land (agricultural production sale on fixed low prices).

Due to these “feudal” relations the most of agricultural g20production produced in target jamoats do not meet market requirements.
Forecast variants

Variant 1: Quantitative growth of agricultural production without changes in structure.

Additionally produced production will be sold on local markets. Possibilities to sale products on local markets limited, goods surplus will cause prices fall, middlemen from other regions and kishlaks will make profits.

Dehkans will sale additionally produced products on area markets (Khujand, Chkalovsk, Kairakkum, Gafurov). These markets are large enough and farmers from Isfara will earn 15 – 20 % more then now. It is possible to make profit without additional production investments, farmers are to sale their products themselves. And production investments can be used in more efficient ways.

Variant 2:Production structure changes, development of agricultural production processing, development of market and sale infrastructure.

The ways of improving the agricultural producers’ livelihood are following:

  • To involve farmers into their own problems solving process,
  • To conduct trainings and to conduct marketing survey
  • To develop business plans (each farmer)
  • To start cultivation of new alternative sorts, simultaneously forming market demand
  • To diversify the production (production type, production terms widening, selection of crops 2 yields per year, crop rotation)
  • Own production cycles improvement (forage production, processing wool),
  • To increase the production volume, to improve quality and production cost (sorts, agro technologies, pest control),
  • To improve production sale terms (produced production storage and collection),
  • To organize local production processing,
  • To improve processing, goods sort,
  • To sale on external markets (production cooperation and sale, oriented on international standards),
  • Produced production advertisement on external markets,
  • Independent production of goods (sugar, wine and sweets).
